16 These three cities are about 24 kilometers (15 miles) apart and about 16 kilometers (10 miles) north of Jerusalem.
17 The ark stayed at Kiriath-jearim (1 Sam 7:2), but it does not appear that the altar was there. It seems reasonable to suppose that the official altar at Shiloh had been destroyed by the Philistines since there is no mention of a permanent altar until Solomon built the temple (1 Ki 6:20).

It also appears that the position of priest had been all but abandoned. Samuel then acted as priest, judge, and prophet for Israel. No mention is made of Samuel performing the special duties of the high priest, which he was not entitled to do anyway.
